Bag-filling equipment, while capable of high accuracy (i.e., +/- 0.5%), cannot be certified for weighing products intended for sale. This is due to two primary factors:

  1. Product Movement: During the filling process, the product is in motion, affecting the weighing accuracy.
  2. Equipment Dynamics: Bag-filling equipment incorporates moving components that are susceptible to wear and adjustments, further impacting weighing precision.

Unlike the stationary scale in your doctor’s office, bag-filling equipment lacks a fixed, stable platform for precise weight measurement.

NTEP-approved device
Companies selling products by weight must utilize a separate, verifiable scale to ensure their products meet the labeled weight. This verification process involves weighing a statistically significant sample of bags using an NTEP (National Type Evaluation Program) approved device.

NTEP approval serves as a testament to the scale or weighing device’s consistent accuracy over time. This assurance is particularly crucial for products sold by weight, a category that encompasses virtually all food items.

NIST requirements
For more comprehensive information on federal product weight measurement regulations, refer to the NIST publication “Weights and Measures Program Requirements-NIST.” State and, in some cases, federal or local authorities are tasked with inspecting and monitoring companies to ensure their filled bags meet the labeled weights. They also verify that the weight-measuring devices (scales) are approved and undergo regular recertification.

Approved scales must undergo weight certification, which can be performed by state-licensed third-party service companies. These specialized companies handle the installation, repair, and certification of scales to ensure their accuracy. They are authorized by regulatory bodies to introduce new weighing instruments into commercial service. Scales typically require annual recertification to maintain their validity.
