Equipment for bagging dry dairy products must meet USDA 3-A Sanitary Standards. Typically this means that the bagging equipment is constructed of stainless steel with polished seams (no pits or cracks) and stainless steel hardware that can be sanitized. Because of the material and additional labor, a 3-A dairy certified bagger can cost 4x the cost of a mild steel bagger.
